Pursuant to the Bylaws, we must have one-third (1/3) of the members represented in person or by Proxy to conduct an official election by the annual meeting on January 9th.

Marcel Babik

Hello, I’m Marcel Babik. My wife and I are new residents of Deercreek together with our 3 “westies” (West Highland White Terriers) Luigi, Lily and Kiri, and we truly value the strong sense of community, safety, and quality of life that make this neighborhood so special.

Professionally, I’m a Senior Program Manager with over 20 years of experience leading complex technology and infrastructure programs in industries such as IT, healthcare, and manufacturing. I currently serve at Fanatics, where I manage strategic infrastructure initiatives, drive process improvement, and help teams deliver results efficiently and collaboratively. Prior to that, I spent nearly a decade at Florida Blue, managing multimillion-dollar IT programs with a consistent record of on-time, on-budget delivery and measurable business impact.

I hold multiple professional certifications, including Project Management Professional (PMP), Certified Scrum Master (CSM), Six Sigma Green Belt, Lean Bronze, and ITIL Foundation, and I earned my Master’s degree in Engineering, Technology, and Management from the Technical University of Košice in Slovakia.

In addition to my professional background, I currently serve as an active board member of the Over-40 Soccer League (OFSC), where collaboration, community engagement, and sound decision-making are essential.

I also bring extensive experience in the construction industry, which gives me a practical understanding of project planning, infrastructure, and architectural considerations—skills I believe would be valuable in supporting both the Board’s initiatives and the ARB’s responsibilities in maintaining the integrity and appeal of our neighborhood.

As a long-time leader in project and process management, I am passionate about efficiency, transparency, and teamwork—values I believe are essential for our HOA’s continued success. If elected, my goal is to help maintain and enhance Deercreek’s reputation as one of Jacksonville’s most desirable communities by ensuring thoughtful financial stewardship, proactive maintenance, and continuous improvements that benefit all residents.

Outside of work, I enjoy staying active, whether walking, running, cycling, or playing soccer or pickleball. And I’m often seen around the neighborhood enjoying our sidewalks, beautiful amenities, and green spaces.

I would be honored to represent our community on the Deercreek Board and apply my leadership and project management experience to help preserve and enhance the lifestyle we all enjoy here. Thank you for your consideration.

Jose (Pepe) Fuentes

Work Experience
Mr. Fuentes has a diverse domestic and international background with over fifty years of financial related experience. Industries include the energy sector, manufacturing and utility services. Most of his early career, after leaving public accounting, was spent at Atlantic Richfield Co (Arco)., where he held several progressive financial roles including his most recent position as Vice President of Finance, Planning and Control for Arco Indonesia. Subsequently, he held the position of Chief Financial Officer with TX Rail Products, Inc. He has extensive experience in finance, mergers & acquisitions, strategic planning and a successful record in starting up and managing domestic/overseas operations.

Personal
Mr. Fuentes recently celebrated, with his wife Norma, their 56th wedding anniversary; they have two sons, Mark and Brett and three grandchildren, Sean, Liam and Ella.
As a past resident of a condominium in the Miami Beach area, Mr. Fuentes served as president of the Board for three consecutive years.
Mr. Fuentes received a Bachelor of Science degree from Saint John’s University in New York and is a Certified Public Accountant.

Friends and Neighbors, I would like to thank you in advance for your consideration to serve on the board our beautiful community, Deercreek.

My wife, Candace and I have called Deercreek home since 2020. We have two adult sons, DJ (24), in and Grant (22) who live and work locally in the Jacksonville area.

 I have had the privilege of serving on the Finance committee for 5 years under the tutelage of John Joyce and have enjoyed working with such a talented group of people. Additionally, I have served as Treasurer for the past 3 years on the board amongst an amazing group of volunteers who care deeply for the community. I’m grateful for their community service as well as their willingness to share their broad knowledge of financial matters, committee progress, and the rich history of Deercreek.

 Professionally, I have enjoyed a 25+ year career at CSX progressing through the IT organization in many roles, most currently as Vice President of IT Strategy, Architecture, and Governance. I also serve at the executive sponsor for CSX’s Science Technology Engineering & Mathematics Business Resource Group (STEM BRG), and I’m on the board of the CSX Political Action Committee.

 Additionally, I have the honor of volunteering on the Board of Directors for the Northeast Florida STEM2Hub serving alongside many executives from the Northeast Florida region helping to raise awareness for STEM activities and creating an equal playing field for youth in underserved communities.

 I hold a Bachelor Degree in Management Information Systems from Florida State University with a minor in Computer Science. Additionally, I completed the University of Maryland – Robert H. Smith School of Business Executive Leadership Program and have a Master of Business Administration with a focus on Leadership from Jacksonville University. I am a member of Beta Gamma Sigma, and Phi Kappa Phi Honor Societies, was selected as JU College of Davis Top 40 Talent, as well Outstanding Student of the Year.

 I would be honored to help serve our community on our board and thank you again for your consideration.

Dave Stelbrink

David Stelbrink

My name is David Stelbrink and I have lived in Deercreek since June 1990 with my wife Mary.  I have served on the Deercreek board, the transition board when Stokes sold to Taylor Woodrow, and various committees.  We have lived here from the beginning and watched Deercreek grow into what it is today.

Most recently I have served a three-year board term and worked with the Access Control Committee.  If elected, I plan to continue emphasis on guard professionalism and safety in the community. This year Access Control was given approval for a ‘Walk The Line’ PC tablet to reduce line waits for visitors and a speed-sensitive radar sign.  Both will be installed soon.

The board represents some 700+ families and has an annual budget of just over $1.4 million.  We are fortunate to have a great board and many committee members with a lot of knowledge and expertise in many fields to make sure we are getting the best possible results for our dollar.  I would appreciate your vote!

Kevin Whitlow

My name is Kevin Whitlow. My wife Terri and I are founding members of Deercreek and moved into the neighborhood with our 2 kids in 1999. We enjoyed raising our kids in the neighborhood watching it grow and change through the years.

Prior to my semi-retirement I ran a graduation supply office representing the Herff Jones company. Being able to work with schools in Northeast Florida providing Graduation items like Class rings and Cap and gowns for the last 40 years. I sold the business to my son in 2020 thus the semi-retirement but still enjoy helping him with his business and still serving the students in the North Florida area.

As we transition into being grandparents, I want to make sure they can enjoy Deercreek as they grow and continue to watch the neighborhood be one of, if not the best community in Jacksonville.

This is why I am running for a spot on the board and look forward to giving back to the community that has given so much to us.
