Charter:

  • Recommend procedures for regulating traffic and enhancing the safety and well-being of members and their property
  • Make hiring or contracting for security services decision via controlled bidding
  • Monitor controlled access of vehicular traffic into and within the community
  •  

Primary Tasks: 

  • 24/7 secured access into community
  • Bar Code for new residents/replacements
  • Safety Patrols – speeding/running stop signs
  • Overnight Street Parking Patrol
  • Yard and garbage trash Patrol


ARCHITECTURAL REVIEW BOARD 
MEETS FIRST WEDNESDAY OF EACH MONTH @ 7:00 PM
CHAIR: SKIP YAUGER 904-591-6192 ryauger@bellsouth.net 

Charter:

  • Protect the value of the property and desirability of DCCOA
  • Limit the erosion of architectural integrity of the community by establishing protocols
  • Permanent functioning authority established per the Declarations
  • Vote on projects submitted by Residents in accordance with the approved policies and procedures
  • Establish submission requirements and policies and procedures
  • Establish pre-approved designs

Primary Tasks:

  • Draft Architectural Planning Criteria for the Community
  • Approve or disapprove proposed exterior home and lot improvements or change
  • Evaluate project application for aesthetic and functional (total) effect
  • Assure compliance of submissions to published requirements including application fees
  • Once approved, ensure completed project adheres to approved plan
  • Perform final inspections
  • Coordinates refunds of completed projects


COMMON PROPERTY 
MEETS SECOND THURSDAY OF EACH MONTH @ 6:30 PM
CHAIR: NANCY BLACKER 904-614-6952 

Charter:

  • Review of the maintenance and operations for the common property in the community
  • Manage a budget and make recommendations for changes to the Board/Finance Committee
  • Review requests for services that may change the operations or maintenance policy and submits recommendations to Board
  • Perform annual review of landscape maintenance standards, specs, contracts and prepares a report for the BOD of such findings and recommendations
  • Make visual inspections of the common property and submit recommendations to the Board
  • Work closely with Association property manager to ensure compliance with all standards established

Primary Tasks:

Oversight of all common property including ponds, drainage, structures, playground, landscaping, sidewalks, easements, street lighting, conservation areas, and irrigation systems supporting the landscape.


COMMUNICATIONS
MEETS THIRD WEDNESDAY OF EACH MONTH @7:00 PM

Charter:

  • Disseminate substantive information on the news, the affairs, the considerations, the concerns, the problems, the resolutions, the decisions and the developments concerning the Association and its various relationships to the property owners in DCC
  • Determine and utilize whatever media are available to accomplish the dissemination of information in the most efficient and effective way in full collaboration with the entire personnel structure of the Association

Primary Tasks:

  • Write, edit articles for monthly printed newsletter
  • Distribute printed resident directory on an annual basis
  • Post Association, social clubs and Country Club events on the signboard
  • Ambassador program to welcome new residents into the community
  • Update Website - BOD activity and information, Committee charter and member information, DCCOA governing documents, and social and country club events
  • Maintain system of record for resident email addresses
  • Write, edit articles for email distribution


COVENANT ENFORCEMENT
MEETS THIRD THURSDAY OF EACH MONTH AT 6:00 PM

Charter:

  • Hear arguments why a fine that has been levied by the Board of Directors against an appropriate Owner for violation of the Covenants or Rules and Regulations established by the Association should not be imposed.
  • Perform all duties within the guidelines set forth by Florida Statute 720.305

Primary Tasks:

  • Vote to enforce or waive a fine levied by the Board that a resident is appealing
  • Notify the Board if the property management company is not consistently and equally enforcing the Rules and Regulations and Covenants
  • Periodically review the Association’s policies and procedures and make necessary recommendations to the Board


FINANCE 
MEETS THE THIRD THURSDAY OF EACH MONTH AT 7:00 PM

Charter:

  • Oversee the financial and legal aspects of the Association
  • Develop the proposed Annual Budget for Board approval
  • Oversee the operating procedures of the Association concerning fiscal administration
  • Review proposals from a CPA for the conduct of the Association’s Annual Audit and Tax Return

Primary Tasks:

  • Review approved and changes to accounting and financial transaction
  • Manage the fund assets and make recommendations to the Board for investments, funding and disposition of assets
  • Manage the Association’s reserve funds and assets including periodic full review and update study
  • Review new or renewed service contracts for financial impact and make recommendations to the Board
  • Assist committees in understanding their specific committee’s budget requirements and oversight
